List of nearly 3,000 key energy-using facilities in 2020 issued
Deputy Prime Minister Le Van Thanh signed Decision No.1881/QD-TTg, dated November 9, 2021, on promulgating the list of key energy-using facilities in 2020.
According to the Decision, the total number of key energy users in 2020 nationwide was 2,961, including 2,480 industrial production facilities, 13 agricultural production facilities, 80 transport units, and 388 construction works.
The Ministry of Industry and Trade (MoIT) has been assigned to assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in organising the management of energy use activities of key energy users in accordance with the provisions of the Law on Economical and Efficient Use of Energy and Decree No. 21/2011/ND-CP dated March 29, 2011, detailing the measures needed to implement the Law on Economical and Efficient Use of Energy.
The MoIT shall also coordinate with the relevant ministries and branches and the People’s Committees of provinces and centrally-run cities in updating and submitting to the Prime Minister a list of key establishments for promulgation and annual publication before March 31.
The People’s Committees of provinces and centrally-run cities shall direct the relevant local departments, agencies and sectors to notify key energy-using facilities in the locality and organise the management and monitoring of the implementation of the programme at those facilities; as well as direct local specialised agencies to inspect, review and make a list of key energy users in the locality; summarising and sending the list to the MoIT before February 1 each year.
State-owned corporations have a duty to require key energy-using facilities under their management to perform tasks on the economical and efficient use of energy according to the provisions of the Law on Economical and Efficient Use of Energy and other relevant legal documents, reporting to the MoIT and the People’s Committees of provinces and centrally-run cities where the facilities are located.
Key energy users are responsible for fulfilling theirobligations specified in the Law on Economical and Efficient Use of Energy and Decree No. 21/2011/ND-CP dated March 29, 2011, and other relevant legal documents.
