Norway changed the regulation of CMR substances and skin bleaching substances in comestic products

The Norwagian Food Safety Authority has adopted a legal act the changes the regulation of CMR substances as well as the regulation of the skin whitening substance deoxyarbutin and the substance dihyroxyacetone in cosmetics and body care products. The changes apply to manufacturers and importers of cosmetics and body care products.

CMR substances

This is the second annual update of the so-called omnibus regulaton of substances with a harmonized classification as carcinogenic, mutagenic or toxic to reproduction properties (CMR substances) in cosmetic products. All relevant CMR substances that are prohibited for use in cosmetic products are list in Annex II of the Cosmetics Regulation.

Deoxyarbutin and dihydroxyacetone

The substances deoxyarbutin and dihydroxyacetone regulated for use in cosmetic and body care products. Deoxyarbutin used as a skin bleach (releases hydroquinone) while dihydroxyacetone used as an ingredient in, among other things, self-tanning products. None of these substances are previously regulated in the cosmetic regulations.

Deoxyarbutin is prohibited in cosmetic products and that the substances is listed in Annex II (the list of prohibited substances) in Cosmetic Regulations.

Dihydroxyacetone is permitted in limited use in non-oxidizing hair dye products and in self-tanning products up to a maximum concentration of 6.25% and 10%.

The changes were approved by the Norwagian Food Safety Authority on 01.11.2021.
