Gov’t issues Directive to boost circulation of farm produce

The Directive states that the fourth COVID-19 wave tied to the Delta variant has produced tremendous disruption in production, circulation, consumption and export of farm produce, particularly in areas placed under social distancing, leading to high stockpiles and tumbling prices.

To reverse the trend, the Government orders the Ministry of Agriculture and Rural Development to take measures to non-disruption of agricultural production chain; coordinate with the Ministry of Foreign Affairs and the Ministry of Industry and Trade to foster export of farm produce to China.

The Ministry of Industry and Trade is assigned to instruct localities where COVID-19 pandemic has been put under control, to reopen traditional markets and wholesale markets.

The Ministry of Transport is in charge of ensuring smooth transportation of farm produce for consumption and export; inspecting and requesting localities to abolish regulations that are contrary to those of the Government regarding circulation of goods.

The Ministry of Health is tasked to coordinate with ministries, agencies and localities in providing instructions for production establishments to maintain safe production in the face of the COVID-19 pandemic.

The Ministry of Finance is responsible for directing customs agencies to facilitate customs clearance.

The Ministry of Foreign Affairs shall direct overseas representative missions to update market demand and provide support for exporters to step up agricultural exports to the host countries.

The Government tasked provincial and municipal People’s Committees to timely and effectively implement the Government’s Resolution No. 105/NQ-CP dated September 9, 2021 on support for enterprises, co-operatives and household businesses.

They are ordered to set up working groups to instruct production facilities to ensure safe production and promptly handle obstacles and difficulties facing businesses, especially those relating to circulation of goods and movement of workers between localities.

Localities shall give priority to inoculating people who work in agricultural sectors; prevent and strictly fine those who illegally transport wildlife and related products into Viet Nam.
