Key measures to raise national competitiveness in 2019

The Government issued Resolution 02/NQ-CP on tasks and solutions to improve the business climate and enhance the national competitiveness in 2019, with an orientation towards 2021.

Drastically improving business environment

The Resolution aims to raise Viet Nam’s position in international rankings including the World Bank (WB), the World Economic Forum (WEF), the World Intellectual Property Organization (WIPO), the United Nations (UN) on the business environment and competitiveness in response to new production background in the fourth industrial revolution.

It targets to vigorously improve the business environment; raise the number of newly-established enterprises; reduce dissolved and suspended ones; cut input, opportunity, and unofficial costs for enterprises and people; contribute to successfully implement Government’s Resolution on socio-economic development; and enter the group of ASEAN 4 in business and competitiveness.

The resolution targets to jump 5-7 steps in the World Bank's annual ranking of ease of doing business (EoDB); leap 3-5 steps in the new WEF’s Global Competitiveness Index 4.0 (GCI 4.0); increase 5-7 steps in the WIPO’s Global Innovation Index; and climb 5-10 steps in the UN’s Logistics Performance Index.

The resolution aims to raise Viet Nam’s performance in the WEF - Travel & Tourism Competitiveness Index by 10-15 steps in 2019 and UN’s e-Government Survey by 10-15 steps by 2020.

Raising ministerial responsibilities

The Resolution raises responsibilities of ministries to supervise Viet Nam’s performance in the indexes.

Specifically, the Ministry of Planning and Investment is in charge of supervising the indexes of EoDB and GCI 4.0.

The Ministry of Scinece and Technology is responsible for overseeing the WIPO’s Global Innovation Index and the WEF’s “Readiness for the Future of Production.”

The ministry of Industry and Trade takes prime responsibility for the UN’s Logistics Performance Index.

The Ministry of Culture, Sports, and Tourism is in charge of the WEF - Travel & Tourism Competitiveness Index.

The Ministry of Information and Communication is responsible for supervising the UN’s e-Government Survey.

Streamlining business conditions

The Resolution also centers to continuously eliminate and streamline regulations on business conditions and thoroughly and fully implement the reforms in business conditions which were abolished in 2018.

The Government assigns ministries, ministerial-level agencies to review and propose the Government to get rid of and streamline nontransperent and unfeasible business conditions before Q3 of 2019; speed up progress to submit to the National Assembly to amend laws on business conditions.

Chairmen of the provincial People’s Committees are responsible for directing inferiors to enforce abolished business conditions.

Enabling innovative business startup

Ministries, ministerial-level agencies, Governmental and local agencies are responsible for developing innovative ecosystem; strengthening roles of universities.

Ministries, agencies, and localities were assigned to encourage innovative activities and support business startup; enable large-scale enterprises to support business startup.

The Ministry of Planning and Investment is responsible for presenting a project on establishment of a center on national innovation in March, 2019 and the national development strategy on the fourth industrial revolution in September, 2019./.
